AN ACT
Establishing the Safe Streets Law Enforcement Grant Program; and
providing for an annual transfer.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Safe Streets
Law Enforcement Grant Program Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"City." The term shall include:
(1) A city of the first class.
(2) A city of the second class.
(3) A city of the second class A.
(4) A city of the third class.
"Commission." The Pennsylvania Commission on Crime and

Delinquency.
"Fund." The Safe Streets Law Enforcement Grant Program Fund
established under section 5.
"Program." The Safe Streets Law Enforcement Grant Program
established under section 3.
Section 3. Establishment.
There is established a grant program to be known as the Safe
Streets Law Enforcement Grant Program. The program shall be
administered by the commission in accordance with this act.
Section 4. Grant guidelines and limitations.
(a) Application.--A city may apply to the commission for a
grant. The commission may prescribe the form and manner in which
an application from a city may be filed. The commission shall
review applications from a city within 30 days of receipt and
award a grant.
(b) Use.--A city that receives a grant under this act may
use the grant for one-time, nonrecurring costs which may include
the following:
(1) Purchase of police equipment.
(2) Training of police officers.
(3) Public safety initiatives.
(4) Other law enforcement programs.
(5) Overtime.
(c) Limitations.--The following limitations shall apply:
(1) Grant money may not be used to cover costs
associated with personnel, except for costs associated with
overtime.
(2) A grant may be not be awarded in excess of:
(i) $150,000 for a city of the first or second
class.

(ii) $100,000 for a city of the second class A.
(iii) $100,000 for a city of the third class with a
population, based on the most recent Federal decennial
census, of at least 40,000 but not more than 120,000.
(iv) $75,000 for a city of the third class with a
population, based on the most recent Federal decennial
census, of at least 16,000 but not more than 39,999.
(v) $50,000 for a city of the third class with a
population, based on the most recent Federal decennial
census, of at least 10,000 but not more than 15,999.
(vi) $25,000 for a city of the third class with a
population, based on the most recent Federal decennial
census, of not more than 10,000.
(3) The commission may not award grants in excess of
money in the fund.
(4) A city that does not have a municipal police
department and in which the Pennsylvania State Police provide
the city with primary police coverage shall not be eligible
for a grant under this act.
(d) Reports.--The commission shall require a city that
receives a grant to file a report within 60 days of receipt of
the grant. The report shall contain detail of the use of the
grant and any other information required by the commission.
Section 5. Funding.
(a) Establishment.--There is established in the State
Treasury a fund to be known as the Safe Streets Law Enforcement
Grant Program Fund.
(b) Use.--Money in the fund shall be used by the commission
to award grants in accordance with this act.
(c) Transfer.--Beginning July 1, 2016, and each fiscal year

thereafter, $3,200,000 shall be transferred from the General
Fund to the fund.
Section 6. Reports.
(a) Report.--No later than June 30 of each year, the
commission shall file a report with the General Assembly. The
report shall contain the following:
(1) The total number of grants awarded.
(2) The name and amount of each city receiving a grant.
(3) A detailed list of the uses of grant money by a
city.
(4) The total dollar amount of grants awarded.
(5) Any other information the commission deems
necessary.
(b) Filing.--The report under subsection (a) shall be filed
with the following:
(1) The majority and minority chairpersons of the
Appropriations Committee of the Senate.
(2) The majority and minority chairpersons of the
Appropriations Committee of the House of Representatives.
(3) The majority and minority chairpersons of the
Judiciary Committee of the Senate.
(4) The majority and minority chairpersons of the
Judiciary Committee of the House of Representatives.
Section 7. Effective date.
This act shall take effect in 60 days.
