year that is equal to or greater than seven thousand (7,000) and
less than twenty thousand (20,000).
(2) A total expenditure per average daily membership for the
2013-2014 school year that is less than fifteen thousand ninety-
one dollars ($15,091).
(3) The difference between the following amounts is greater
than ten percent (10%):
(i) the allocation received by the school district for basic
education funding for the 2014-2015 school year under section
1722-L(17.1) of the act of April 9, 1929 (P.L.343, No.176),
known as "The Fiscal Code" ; and
(ii) the amount that the school district would qualify to
receive for the 2015-2016 school year by the application of
section 2502.53 to the entire basic education funding
appropriation for fiscal year 2016-2017.
(c) An eligible school district shall receive an emergency
supplemental payment for basic education funding for the 2015-
2016 school year that shall be calculated as follows:
(1) Divide the amount of the difference calculated under
subsection (b)(3) for the eligible school district by the total
amount of the differences calculated for all eligible school
districts.
(2) Multiply the quotient in paragraph (1) by one hundred
fifty million dollars ($150,000,000).
Section 2. The sum of $150,000,000 is hereby appropriated to
the Department of Education for the purpose of emergency
supplemental payments for basic education funding for the 2015-
2016 school year in accordance with section 2502.55 of the act.
Section 3. This act shall take effect July 1, 2016, or
immediately, whichever is later.
