AN ACT
Amending Title 65 (Public Officers) of the Pennsylvania
Consolidated Statutes, in ethics standards and financial
disclosure, further providing for definitions and for
restricted activities.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1102 of Title 65 of the Pennsylvania
Consolidated Statutes is amended by adding definitions to read:
§ 1102. Definitions.
The following words and phrases when used in this chapter
shall have, unless the context clearly indicates otherwise, the
meanings given to them in this section:

"Judicial officer." As defined in 42 Pa.C.S. § 102 (relating
to definitions).
"Legislative chamber." The Senate or the House of
Representatives.
"Legislator." A member of the Senate or the House of
Representatives.

Section 2. Section 1103 of Title 65 is amended by adding a
subsection to read:
§ 1103. Restricted activities.

(k) Immediate family.--
(1) A legislator may not appoint, employ, promote,
advance or advocate for appointment, employment, promotion or
advancement of a member of any legislator's immediate family
to a position in the legislative chamber to which the
legislator making or advocating for the appointment,
employment, promotion or advancement is elected, sworn and
seated. Nor may a member of a legislator's immediate family
be appointed, employed, promoted or advanced in or to a
position in the legislative chamber that the legislator is
elected, sworn and seated.
(2) A judicial officer may not appoint, employ, promote,
advance or advocate for appointment, employment, promotion or
advancement of a member of any judicial officer's immediate
family to a position in the court to which the judicial
officer making or advocating for the appointment, employment,
promotion or advancement is elected or appointed, sworn and
seated. Nor may a member of a judicial officer's immediate
family be appointed, employed, promoted or advanced in or to
a position in the court which the judicial officer is elected
or appointed, sworn and seated.
(3) An executive-level State employee may not appoint,
employ, promote, advance or advocate for appointment,
employment, promotion or advancement of a member of any
executive-level State employee's immediate family to a

position in the executive branch or the executive department
to which the executive-level State employee making or
advocating for the appointment, employment, promotion or
advancement is elected or appointed, sworn and seated. Nor
may a member of an executive-level State employee's immediate
family be appointed, employed, promoted or advanced in or to
a position in the executive branch or executive department
which the executive-level State employee is elected or
appointed, sworn and seated.
Section 3. This act shall take effect in 60 days.
