AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in financial responsibility, further providing for
definitions; and, in fees, further providing for information
concerning drivers and vehicles.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The definition of "financial responsibility" in
section 1702 of Title 75 of the Pennsylvania Consolidated
Statutes is amended to read:
§ 1702. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:

"Financial responsibility." The ability to respond in
damages for liability on account of accidents arising out of the
maintenance or use of a motor vehicle in the minimum amount of
[$15,000] $20,000 because of injury to one person in any one
accident, in the minimum amount of [$30,000] $40,000 because of

injury to two or more persons in any one accident and in the
minimum amount of [$5,000] $15,000 because of damage to property
of others in any one accident. The financial responsibility
shall be in a form acceptable to the Department of
Transportation.

Section 2. Section 1955(b) of Title 75 is amended to read:
§ 1955. Information concerning drivers and vehicles.

(b) Other data and information.--The department may charge
to any person or governmental or quasi-governmental entity a
reasonable fee based on the cost to the department of compiling
data and statistical information upon request. The department
shall also sell Statewide basic driver information for lawful
purposes to wholesale distributors or licensed insurers at a
reasonable fee to be published by the department in the
Pennsylvania Bulletin. Basic driver information shall be first
and last name, address, driver's license number, date of birth,
license issue date, license expiration date, original date of
issuance and license class and title.
Section 3. The amendment of 75 Pa.C.S. § 1702 shall apply to
all policies issued or renewed on or after 180 days after the
effective date of this section. Any change in coverage of a
private passenger automobile insurance policy resulting from the
amendment of 75 Pa.C.S. § 1702 shall not impact the validity of
any waiver, selection of benefits or amount of benefits in that
policy, beyond the coverage change as a result of the amendment
of 75 Pa.C.S. § 1702. Any revised forms or rates filed by an
insurer with the Insurance Department as a result of the
amendment of 75 Pa.C.S. § 1702 shall be deemed approved by the

department upon filing.
Section 4. This act shall take effect immediately.
