AN ACT
Providing for State assistance grants to municipalities for
regionalizing police operations; imposing powers and duties
on the Center for Local Government Services; and making an
appropriation.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Regional
Police Assistance Grant Program Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Center." The Center for Local Government Services within
the Department of Community and Economic Development of the
Commonwealth.
"Program." The Regional Police State Assistance Grant
Program established under section 3.

Section 3. Regional Police State Assistance Grant Program.
(a) Establishment.--The Regional Police State Assistance
Grant Program is established and shall be administered by the
center.
(b) Purpose of grants.--The center shall award grants to
municipalities that need financial assistance to regionalize
their police operations with other municipalities. Grant funds
may be used for staff salaries, police equipment and related
start-up expenses.
(c) State matching funds.--The amount of each grant awarded
under this act shall be equal to the amount of Federal funds
received by the municipality from the Pennsylvania Commission on
Crime and Delinquency for the same purpose. No grant under this
act may exceed $100,000 for any three-year period.
(d) Application.--The center shall develop and distribute a
uniform application for applicants to submit for grants under
the program.
(e) Review.--The center shall review applications submitted
for grants under the program and shall approve them if they are
complete and the applicant agrees to the terms and conditions
for the grant as determined by the center.
(f) Pro rata distribution.--If there are insufficient State
funds appropriated for grants in any year, the center shall
distribute the grant funds on a pro rata basis.
Section 4. Rules and regulations.
The center shall adopt rules and regulations necessary to
implement and administer the provisions of this act.
Section 5. Appropriation.
The sum of $100,000 is appropriated to the Center for Local
Government Services within the Department of Community and

Economic Development for the purpose of making grants under this
act.
Section 6. Effective date.
This act shall take effect in 60 days.
