A RESOLUTION
Honoring and celebrating the contributions and sacrifices made
by Pennsylvania's first responders.
WHEREAS, The men and women who serve as law enforcement
officers, firefighters and emergency medical services personnel,
our first responders, are worthy of recognition for their
courage, heroism and concern for the welfare of the communities
they serve regardless of peril or injury to themselves; and
WHEREAS, Police officers, firefighters and emergency medical
personnel, both career and volunteer, risk their lives every day
to make our communities safer through such efforts as search and
rescue operations, hazardous materials response, crime and fire
prevention and safety education and responding and treating a
variety of life-threatening emergencies; and
WHEREAS, First responders make the ultimate sacrifice to

protect the residents they serve during natural or manmade
disasters; and
WHEREAS, According to the Bureau of Justice Statistics' 2008
Census of State and Local Law Enforcement Agencies, Pennsylvania
has approximately 1,117 law enforcement agencies employing
27,413 sworn police officers, resulting in approximately 218
sworn personnel per 100,000 residents; and
WHEREAS, The National Fire Department Census reports that
Pennsylvania has approximately 1,796 registered fire
departments, which amounts to the largest number of fire
departments nationally; and
WHEREAS, Volunteers staff more than 90% of all fire
departments in this Commonwealth; and
WHEREAS, The Department of Health's Bureau of Emergency
Medical Services (EMS) licenses all EMS agencies and credentials
all prehospital providers in this Commonwealth; and
WHEREAS, Pennsylvania's EMS system is made up of
approximately 55,000 certified EMS personnel and more than 1,000
licensed ground and air agencies that respond to more than 1
million requests for service each year; and
WHEREAS, These brave men and women spend countless hours and
holidays away from their families in the name of public safety;
therefore be it
RESOLVED, That the House of Representatives honor and
celebrate the contributions and sacrifices made by all first
responders in Pennsylvania; and be it further
RESOLVED, That the House of Representatives urge all members
of the General Assembly and elected officials and residents
across this Commonwealth to make efforts to honor and remember
first responders in Pennsylvania for their dedication, service

and sacrifice, including the giving of their lives, in order to
protect the lives of the residents of this Commonwealth.
