contraception, pregnancy testing and prenatal care and cancer
screening and prevention; and
WHEREAS, Planned Parenthood health centers that have
significantly increased access to health care for women, men and
young people provided basic health care services to 2.5 million
patients across the United States in 2015; and
WHEREAS, Before becoming a leading provider in health care
services, Planned Parenthood had to overcome both legal and
public opposition; and
WHEREAS, The first birth control clinic in the United States
opened in Brooklyn, New York, in 1916; and
WHEREAS, The founders of the first clinic were arrested and
indicted under the Comstock Law of 1873, that made it illegal to
discuss, distribute materials or provide women with any
information related to contraception; and
WHEREAS, In a decision resulting from the founders' appeal of
their convictions, the court made an exception to existing law
and allowed doctors to prescribe contraception to female
patients for medical reasons; and
WHEREAS, During the years that followed, the American Birth
Control League, that would later be known as the Planned
Parenthood Federation of America in 1942, was established and
clinics were opened in various counties throughout this
Commonwealth; therefore be it
RESOLVED, That the House of Representatives recognize the
100th anniversary of Planned Parenthood and celebrate the
essential health care services they have provided to women and
families across the country and this Commonwealth.
