A RESOLUTION
Recognizing the month of September 2016 as "Fetal Alcohol
Spectrum Disorders Awareness Month" in Pennsylvania.
WHEREAS, The House of Representatives is highlighting
awareness of fetal alcohol spectrum disorders (FASDs) and noting
the importance of helping pregnant women and women seeking to
become pregnant abstain from alcohol use during all stages of
pregnancy; and
WHEREAS, The House of Representatives encourages an informed
approach to understanding and caring for persons living with
FASDs; and
WHEREAS, Exposure to alcohol in the womb presents serious
risks to a developing child; and
WHEREAS, FASDs cause physical and behavioral health issues
that can affect learning and participation in the community; and
WHEREAS, FASDs are preventable by avoiding alcohol, yet much

work remains to educate and empower individuals to take charge
of their health and promote healthy pregnancies; and
WHEREAS, While the birth defects and disabilities associated
with FASDs are permanent, proper diagnosis and treatment can
improve outcomes; and
WHEREAS, "Fetal Alcohol Spectrum Disorders Awareness Month"
has grown into a collaboration of national public service
organizations, professional medical associations and government
agencies working together to promote awareness, share
information and provide greater access to services for FASDs;
and
WHEREAS, The goal of the observance is to create a global
community free of alcohol-exposed pregnancies and a society
supportive of individuals already living with FASDs; therefore
be it
RESOLVED, That the House of Representatives recognize the
month of September 2016 as "Fetal Alcohol Spectrum Disorders
Awareness Month" in Pennsylvania; and be it further
RESOLVED, That the House of Representatives encourage all
persons in this Commonwealth to acknowledge the dangers of
consuming any amount of alcohol during pregnancy; and be it
further
RESOLVED, That the House of Representatives urge action and
education during the month of September and at all times
throughout the year to ensure that women refrain from consuming
alcohol during pregnancy; and be it further
RESOLVED, That the House of Representatives urge access to
appropriate screening by medical professionals when FASDs are
suspected as well as access to therapies and supportive services
upon diagnosis so that affected persons may live the fullest and

most productive lives possible.
