A RESOLUTION
Recognizing April 13, 2016, as "Industrial Resource Center
Appreciation Day" in Pennsylvania.
WHEREAS, Manufacturing is among this Commonwealth's leading
industries, contributing $82 billion in economic impact each
year, an amount that makes this Commonwealth the 8th largest
manufacturing state in the nation; and
WHEREAS, Manufacturing provides a family-sustaining average
wage of over $57,000 to more than 570,000 direct employees each
year, thus infusing over $32 billion of employee earnings into
this Commonwealth's economy each year; and
WHEREAS, This Commonwealth's more than 14,000 manufacturers
helped fuel the Commonwealth by contributing more than $959
million of wage taxes and $445 million of sales taxes to the
State Treasury last year; and
WHEREAS, The industrial resource centers were established by

the General Assembly under the Industrial Resources Center
Partnership Act to serve the manufacturing industries in this
Commonwealth; and
WHEREAS, The Statewide industrial resource centers diligently
provide technical services and much-needed expertise to this
Commonwealth's small-sized to mid-sized manufacturing community
in the areas of innovation, process improvement, reshoring and
technology acceleration; and
WHEREAS, Over the past 10 years, the work of our Statewide
industrial resource centers has positively impacted and has
created or retained critical manufacturing jobs for more than
3,200 manufacturing businesses in this Commonwealth; and
WHEREAS, The United States Department of Commerce recently
verified that over the past 10 years manufacturers in this
Commonwealth have realized sales impacts of over $7.4 trillion
and bottom-line cost savings of over $636 billion as direct
results of industrial resource center services; and
WHEREAS, The United States Department of Commerce recently
verified that over the past 10 years industrial resource center
activities have facilitated over $1.6 billion of manufacturer
investment in this Commonwealth and positively impacted more
than 57,000 manufacturing jobs; and
WHEREAS, The industrial resource centers in this Commonwealth
represent a public-private partnership that looks forward to
continuing to leverage Federal, State and industry resources to
further advance our manufacturing economy and create
manufacturing jobs well into the future; therefore be it
RESOLVED, That the House of Representatives recognize April
13, 2016, as "Industrial Resource Center Appreciation Day" in
Pennsylvania and urge its observance throughout this
