A RESOLUTION
Congratulating Edward A. Mann as the longest serving State Fire
Commissioner in Pennsylvania's history and thanking him for
his contributions to this Commonwealth.
WHEREAS, Edward A. Mann served as State Fire Commissioner
from June 2000 to January 2015 and was the longest serving State
Fire Commissioner in Pennsylvania's history; and
WHEREAS, Mr. Mann served under four Governors: Tom Ridge,
Mark Schweiker, Ed Rendell and Tom Corbett; and
WHEREAS, Under his leadership, the Office of the State Fire
Commissioner received awards from the International Association
of Fire Chiefs, the National Fallen Firefighters Foundation and
the Congressional Fire Services Institute for the Office of the
State Fire Commissioner's effort to reduce line of duty deaths;
and

WHEREAS, Mr. Mann worked closely with the General Assembly on
reauthorization of grant programs, increasing the amount of
grants by $5 million during the last reauthorization and, for
the first time, including career fire departments in the grant
programs. He also worked with the General Assembly to double the
loans within the Volunteer Loan Assistance Program; and
WHEREAS, Mr. Mann managed the creation of the Alternative
Energy Emergency Response Training Program through the State
Fire Academy; and
WHEREAS, He negotiated with Governor Rendell's staff to
obtain additional staff to bolster the Volunteer Fire Service
Certification Program; and
WHEREAS, He served on the Marcellus Shale Advisory Commission
and ensured that the Office and the Pennsylvania Emergency
Management Agency received $750,000 each year to deal with
Marcellus Shale by working directly with Speaker Sam Smith; and
WHEREAS, He was always open, honest and respectful to members
of the General Assembly; and
WHEREAS, Mr. Mann worked closely with the gas industry to
obtain nearly $400,000 in grant funding to develop and deliver
training programs to first responders two years prior to the
passage of Act 13 of 2012; and
WHEREAS, He developed a financial assistance education
program for volunteer fire and emergency medical systems
services and delivered the program on request to members of the
General Assembly; and
WHEREAS, Mr. Mann negotiated several capital budgets with the
Governors and General Assembly to upgrade equipment and
infrastructure within the State Fire Academy; and
WHEREAS, He managed the development of what became the

Juvenile Firesetters Task Force; and
WHEREAS, He oversaw the State Fire Academy receiving
accreditation from the International Fire Service Accreditation
Congress, which enabled dual accreditation with the Congress
and the ProBoard Fire Service Professional Qualifications
System; and
WHEREAS, He managed the development of the first Line of Duty
Death Protocol; therefore be it
RESOLVED, That the House of Representatives congratulate
Edward A. Mann as the longest serving State Fire Commissioner in
Pennsylvania's history and thank him for his contributions to
this Commonwealth.
