A RESOLUTION
Urging the Congress of the United States to reject the Joint
Comprehensive Plan of Action relating to Iran's nuclear
program.
WHEREAS, Under Federal law, it is the duty of both the House
of Representatives and the Senate of the Congress of the United
States to approve or disapprove the Joint Comprehensive Plan of
Action on Iran's nuclear program by September 18, 2015; and
WHEREAS, The State of Israel is a great friend and ally of
the United States in the Middle East; and
WHEREAS, Widespread concerns remain in the United States,
Israel and elsewhere that the Joint Comprehensive Plan of Action
creates unacceptable risks for the United States, Israel and
other countries; and
WHEREAS, The Joint Comprehensive Plan of Action helps Iran by
removing sanctions imposed by China, France, Germany, Russia,
the United Kingdom and the United States; and
WHEREAS, Past history and recent pronouncements of leaders of

Iran's government strongly suggest that a portion of the
additional money that will flow into Iran as a result of the
lifting of sanctions will be funneled into terroristic
organizations and activities; and
WHEREAS, The Joint Comprehensive Plan of Action balances
immediate voluntary restrictions in Iran's efforts to develop
nuclear capacity with a future right to an unlimited nuclear and
thermonuclear capacity; and
WHEREAS, The many voluntary elements of the Joint
Comprehensive Plan of Action have many exemptions, including the
ability for Iran to obtain weapons-grade fuel from foreign
nations such as North Korea, Russia and China; and
WHEREAS, Fear of Iran as a nuclear power will lead other
Middle Eastern nations to seek nuclear capabilities themselves,
creating a new arms race in the historically volatile Middle
East; and
WHEREAS, The tools of military intelligence and inspections
relied on to enforce the Joint Comprehensive Plan of Action are
limited tools that do not always lead to uncovering violations
of nuclear accords and therefore provide only limited
international security; and
WHEREAS, Even in the event of disapproval of the Joint
Comprehensive Plan of Action by the Congress, all major powers
and many other countries have a strong and permanent interest in
reducing the potential for war, terrorism and violent conflict
in the Middle East that will create incentives to develop a new
plan acceptable to the Congress; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge members of Congress to reject
the Joint Comprehensive Plan of Action; and be it further

RESOLVED, That the members of Congress be urged to override a
presidential veto if one occurs; and be it further
RESOLVED, That the United States sanctions be maintained
against Iran and the United States continue its efforts for
continued sanctions by China, France, Germany, Russia, the
United Kingdom and other countries; and be it further
RESOLVED, That further negotiations link the elimination of
Iran's nuclear arsenal, elimination of Iran's financial and
rhetorical support for acts of terrorism and the elimination of
continuous hateful rhetoric against the United States and
Israel; and be it further
RESOLVED, That copies of this resolution be sent to each
member of the Congress of the United States and to the
President, Vice President and Secretary of State of the United
States.
