A RESOLUTION
Recognizing the month of September 2015 as "National Recovery
Month" in Pennsylvania.
WHEREAS, Behavioral health is an essential part of overall
wellness; and
WHEREAS, Prevention and treatment of mental illness and
substance abuse are effective; and
WHEREAS, Prevention and treatment are essential to achieving
physical and emotional health; and
WHEREAS, Through prevention and treatment, people recover in
this Commonwealth and around the nation; and
WHEREAS, The House of Representatives encourages relatives
and friends of affected individuals to implement preventive
measures, recognize the signs of a problem and guide those in
need to appropriate treatment and recovery support services; and

WHEREAS, According to the 2013 National Survey on Drug Use
and Health, 2.5 million people 12 years of age or older received
specialty treatment for substance abuse; and
WHEREAS, According to the survey, 34.6 million adults 18
years of age or older received mental health services; and
WHEREAS, The serious nature of this public health problem
demands continued outreach to the millions more who need help;
and
WHEREAS, The United States Department of Health and Human
Services, the Substance Abuse and Mental Health Services
Administration, the White House Office of National Drug Control
Policy and the Commonwealth invite all residents of our
communities to participate in "National Recovery Month"
observances; therefore be it
RESOLVED, That the House of Representatives recognize the
month of September 2015 as "National Recovery Month" in
Pennsylvania and urge support for this observance.
