report include, but not be limited to, the following:
(1) the number and trend of reported motorcycle
accidents since September 4, 2003, for riders of all ages;
(2) the number, trend and age of individuals wearing
helmets involved in reported motorcycle accidents since
September 4, 2003;
(3) the increase, if any, in injuries and fatalities of
riders of all ages specifically due to head trauma that may
be attributed to individuals not wearing helmets;
(4) a comparison of the change in motorcycle-related
traumatic brain injury hospitalizations or deaths to the
change in other traumatic motorcycle injury hospitalizations
or deaths that do not result from a head injury;
(5) a comparison of changes in the hospital charges for
motorcycle-related head injury hospitalizations to changes in
hospital charges for other motorcycle-related injury
hospitalizations that do not result from a head injury before
and after the helmet law repeal for riders;
(6) the number of uninsured motorcycle riders involved
in accidents since September 4, 2003;
(7) a change in the percentage of motorcycle riders
wearing helmets before and after the repeal of the universal
helmet law; and
(8) an analysis of policies nationwide that have
increased the usage of motorcycle helmets and/or decreased
the number of head injuries resulting from motorcycle
accidents over the past decade;
and be it further
RESOLVED, That the Legislative Budget and Finance Committee
report its findings to the Transportation Committee of the House
