A RESOLUTION
Urging the President of the United States and Congress to
endorse the package of proposals before Congress that make
the United States trade laws work as Congress intended for
United States companies and American workers that face
unfairly traded imports.
WHEREAS, The Pennsylvania Steel Alliance, an initiative of
Pennsylvania labor officials and steel companies, was created to
educate the public and elected officials about the steel
industry and the policy issues affecting the industry's growth;
and
WHEREAS, Domestic steelmakers continue to lose substantial
sales to foreign countries, particularly China and South Korea,
which have dumped, subsidized or otherwise unfairly traded their
steel products into the United States' market at predatory
prices below fair market value; and
WHEREAS, Global influences in the steel market, including
massive Asian overcapacity, reduced steel prices, unfair trade
practices, imports and fluctuating oil prices continue to have a

dramatic, negative impact on the steel production industry; and
WHEREAS, The Economic Policy Institute estimates 35,300 jobs
supported by steel are at risk in this Commonwealth due to
surging imports of unfairly traded steel and steel products; and
WHEREAS, The steel industry in this Commonwealth offers an
average wage of $70,686, $25,000 higher than the average wage
for the private sector as a whole; and
WHEREAS, The steel industry generates an economic impact of
more than $9.35 billion a year for the Commonwealth; and
WHEREAS, The steel industry provides $4.94 billion in annual
wages to the Commonwealth; and
WHEREAS, The steel industry adds $793 million in business
taxes paid annually to the Commonwealth; and
WHEREAS, The steel industry in this Commonwealth offers a
significantly higher jobs multiplier, 5.55 indirect and induced
jobs, than is observed for most other industries; and
WHEREAS, The Pennsylvania Steel Alliance asserts the steel
industry is a vital part of this Commonwealth's economy and the
further loss of jobs due to unfair trade would be devastating to
thousands of families and the financial well-being of the
Commonwealth; and
WHEREAS, It is anathema to the American justice system to
require American manufacturers to suffer irreparable injury
before they can avail themselves to the trade remedies laws;
therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the President of the United
States and Congress to endorse the package of proposals before
Congress that make United States trade laws work as Congress
intended for United States companies and American workers that

face unfairly traded imports; and be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the President of the United
States and Congress to consider all possible trade and economic
policies to protect this vital American industry and minimize
the financial impact on these hardworking men and women; and be
it further
RESOLVED, That a copy of this resolution be transmitted to
the President of the United States and the Vice President of the
United States; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the Majority Leader of the United States Senate and the Minority
Leader of the United States Senate; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the Speaker of the United States House of Representatives and
the Minority Leader of the United States House of
Representatives; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the members of Congress from Pennsylvania.
