INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
MAY 11, 2015
A RESOLUTION
Designating May 31, 2015, as "Young Lungs at Play Day" to help
provide model non-smoking behavior to children and youth and
help provide children, youth and their families with a safe,
smoke free environment.
WHEREAS, In Pennsylvania, more than 858,000 young people are
exposed to tobacco smoke pollution every day; and
WHEREAS, The Surgeon General has stated that:
(1) there is no safe level of exposure for a child
whether indoors or outdoors; and
(2) a child's exposure to secondhand smoke causes
increased risk of sudden infant death syndrome, lower
respiratory infections, middle ear diseases, more severe
asthma, respiratory symptoms and slowed lung growth and is
responsible for premature deaths of over 480,000 Americans
each year from lung cancer, heart disease, respiratory
illness and other diseases; and

WHEREAS, Secondhand smoke is responsible for over 50,000
deaths among nonsmokers each year; and
WHEREAS, Tobacco kills more Americans each year than alcohol,
cocaine, heroin, homicide, suicide, accidents, fire and AIDS
combined; and
WHEREAS, Eighty percent of smokers started smoking before 18
years of age, and the average initiation age is 12 years; and
WHEREAS, Every day an estimated 3,900 young people under 18
years of age try their first cigarette, and one-third of the
children will die prematurely from tobacco-related illnesses;
therefore be it
RESOLVED, That the House of Representatives designate May 31,
2015, as "Young Lungs at Play Day" to help provide model
nonsmoking behavior to children and youth and help provide
children, youth and their families with a safe, smoke-free
environment; and be it further
RESOLVED, That "Young Lungs at Play Day" will help promote
the elimination of exposure to secondhand smoke at outdoor
public play areas by children; and be it further
RESOLVED, That "Young Lungs at Play Day" will help local
governments and community organizations support a tobacco-free
resolution or policy in their respective communities, making a
difference in the health and welfare of their community members.
