A RESOLUTION
Commemorating the 100th anniversary of the Workers' Compensation
Act in this Commonwealth.
WHEREAS, "Workers' compensation" is defined as mandated,
employer-financed insurance that guarantees employees, who are
disabled due to a work-related injury or disease, compensation
for lost wages, in addition to providing any necessary or
required medical treatment in their pursuit of returning to the
work force; and
WHEREAS, Building off the momentum set forth by the first
compensation system enacted into Federal law by President
William Howard Taft in 1908, the Commonwealth enacted the act of
June 2, 1915 (P.L.736, No.338), known as the Workers'
Compensation Act; and
WHEREAS, The Workers' Compensation Act outlines
administrative obligations to be met by the Department of Labor

and Industry, which inspects the working conditions in
workplaces around this Commonwealth and promotes economic
development and an improved business climate with safe, more
efficient workplace environments, assisting the work force of
this Commonwealth in remaining world-class and globally
competitive; and
WHEREAS, The Workers' Compensation Act created a system to
ease the burden on workers who suffer a no-fault, work-related
injury, ensuring the collection of cash benefits and medical
care, including replacement of wages, payment of medical
expenses and specific loss and disfigurement; and
WHEREAS, The Workers' Compensation Act established ways for
insurance to be paid by the employer, through either private
insurance companies or the State Workers' Insurance Fund, the
latter of which provides assistance through the Commonwealth to
employers for the wage replacement and medical benefits of
employees who suffer workplace-related injuries, producing a
competitive workers' compensation market; and
WHEREAS, The Workers' Compensation Act supports employers by
minimizing risk and providing predictability, thereby increasing
productivity and expanding growth in employment sectors across
this Commonwealth; therefore be it
RESOLVED, That the House of Representatives commemorate the
100th anniversary of the passage of the Workers' Compensation
Act in this Commonwealth; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the Governor.
