A RESOLUTION
Recognizing November 14, 2015, as "World Diabetes Day" in
Pennsylvania.
WHEREAS, World Diabetes Day was first introduced by the
International Diabetes Federation and the World Health
Organization in 1991 to raise awareness of the the escalating
incidence of diabetes worldwide; and
WHEREAS, November 14th of each year was chosen to celebrate
World Diabetes Day because it represents the birthday of
Frederick Banting, who, along with Charles Best, is credited
with the discovery of insulin in 1921; and
WHEREAS, World Diabetes Day became an official United Nations
World Health Day beginning in 2007 after the United Nations
General Assembly passed a resolution in December 2006
recognizing diabetes as "a chronic, debilitating and costly

disease associated with major complications that pose severe
risks for families, countries and the entire world"; and
WHEREAS, The Centers for Disease Control and Prevention
reports that diabetes affects nearly 900,000 adults 18 years of
age and older in Pennsylvania, about 9% of the population; and
WHEREAS, Diabetes is the seventh leading cause of death in
Pennsylvania; and
WHEREAS, There are several risk factors for diabetes
including genetics, high blood pressure, low HDL cholesterol or
high triglycerides, gestational diabetes during pregnancy, being
45 years of age or over, being a member of a high-risk ethnic
group, as well as being overweight and having an inactive
lifestyle; and
WHEREAS, There is currently no cure for diabetes but the risk
can be dramatically reduced with healthy eating, physical
activity and medication; and
WHEREAS, The goals of the Diabetes Prevention and Control
Program within the Pennsylvania Department of Health are to help
prevent diabetes as well as complications, disabilities and
burdens associated with diabetes, and to eliminate diabetes-
related health disparities; therefore be it
RESOLVED, That the House of Representatives recognize
November 14, 2015, as "World Diabetes Day" in Pennsylvania; and
be it further
RESOLVED, That all citizens, government agencies, public and
private institutions, businesses and schools be urged to
recommit our communities to increasing awareness and
understanding of diabetes and the need for appropriate and
accessible services for all people with diabetes.
