A RESOLUTION
Designating the week of January 25 through 31, 2015, as "PCN:
Pennsylvania's Neighborhood Week" in Pennsylvania and
congratulating the Pennsylvania Cable Network on its 20th
anniversary of coverage of the General Assembly.
WHEREAS, The nation's advent of cable technology and birth of
today's cable industry began in the valleys of eastern
Pennsylvania more than 65 years ago; and
WHEREAS, A rapid growth in the number of entrepreneurial
cable operators, developed in all corners of this Commonwealth,
emerged to provide Pennsylvanians with television service in
advance of most other areas of the United States; and
WHEREAS, On August 29, 1979, these cable companies combined
to form the Pennsylvania Cable Network (PCN), a nonprofit
corporation created to provide a public service for the
distribution of educational programming by Pennsylvania
institutions of higher learning; and

WHEREAS, The programming provided by PCN expanded from solely
educational programming to public affairs programming, and in
1995, PCN began providing increased coverage of the General
Assembly; and
WHEREAS, For the last 20 years, PCN has provided
Pennsylvanians with the nation's most superior gavel-to-gavel
coverage of a state legislature, which coverage includes floor
proceedings, hearings, news conferences, speeches and other
events of public interest addressed within the Capitol, with
full access and cooperation from House and Senate caucuses and
Commonwealth Media Services; and
WHEREAS, PCN has consistently presented nonpartisan, unedited
and balanced coverage, providing Pennsylvanians with a reliable
and untainted view of the legislative process; and
WHEREAS, PCN provides programming using the highest available
levels of technology and quality, with a fiber feed directly
from the Capitol, transmission via satellite and high definition
service in selected locations; and
WHEREAS, PCN is nationally recognized as the premiere state
public affairs network and serves as a model for other states in
offering 24-7 programming of State legislative action, facility
tours, sports championships and other events of interest taking
place in Pennsylvania; and
WHEREAS, Cable companies in Pennsylvania provide PCN with
more than 85% of its funding, which supports the maintenance of
its superior level of programming and public services; and
WHEREAS, Independent, family-owned cable operators in this
Commonwealth continue to outnumber those in other states and,
joining with multiple-system operators, serve 3 million
Pennsylvanians with communications and entertainment services;

therefore be it
RESOLVED, That House of Representatives designate the week of
January 25 through 31, 2015, as "PCN: Pennsylvania's
Neighborhood Week" and congratulate the Pennsylvania Cable
Network on its 20th anniversary of continuous, unedited coverage
of the General Assembly and all related components of State
government.
