AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in transportation of pupils, further
providing for when provided.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1361 of the act of March 10, 1949
(P.L.30, No.14), known as the Public School Code of 1949, is
amended by adding a paragraph to read:
Section 1361. When Provided.--* * *
(4) The board of school directors in every school district
shall award all contracts for the transportation of pupils by
utilizing a request for proposals process. The contracts shall
be for a period of not more than two (2) years, and may be
extended for a period of not more than one (1) year by mutual
agreement of the parties. The State Board of Education shall
promulgate regulations for the implementation of the provisions
of this paragraph, utilizing 62 Pa.C.S. Pt. I (relating to

Commonwealth Procurement Code) and the Pennsylvania Procurement
Handbook as models, which include a template to be used as a
transportation contract.
Section 2. This act shall take effect in 60 days.
