AN ACT
Establishing the Arnold Palmer Trails Program as a system in
State parks of golf courses that are consistent with the golf
course design philosophy of Arnold Palmer; prescribing powers
and duties of the Department of General Services; and
providing for program funding.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Arnold Palmer
Trails Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Department." The Department of General Services of the
Commonwealth.
"Program." The Arnold Palmer Trails Program established in
this act.
"Select State park." A State park of the Commonwealth

selected as a site for a golf course as provided in this act.
Section 3. Arnold Palmer Trails Program.
The Arnold Palmer Trails Program is established in the
department. The purpose of the program is to provide for the
design, construction and management in State parks of golf
courses that satisfy criteria consistent with other golf courses
in this Commonwealth that have utilized the golf course design
philosophy of Arnold Palmer.
Section 4. Powers and duties of department.
The department shall:
(1) Administer the program.
(2) In consultation with the Department of Conservation
and Natural Resources, select at least one State park in the
north, south, east and west regions of this Commonwealth as
sites for golf courses to be operated and managed by an
entity that has entered into a contract with the department.
(3) Within six months of the effective date of this
section, issue a request for proposals for the design,
construction and management of golf courses at select State
parks.
(4) Within one year of the effective date of this
section, enter into a contract with the lowest responsible
bidder for the design, construction and management of golf
courses at select State parks.
(5) Take such action as is necessary to obtain a license
for the use of the name Arnold Palmer in connection with the
operation of golf courses at select State parks and the
program.
(6) Segregate the expenditures for the program from all
other expenditures of the department in the department's

annual budget request submitted to the Secretary of the
Budget as required by law.
(7) Annually prepare and submit to the Appropriations
Committee of the Senate and the Appropriations Committee of
the House of Representatives a report on the status and
administration of the program.
(8) To the extent necessary, solicit and accept money
from any person or entity for the administration of the
program.
(9) Establish reasonable fees for playing golf or
participating in other recreational activities offered at the
golf courses of the select State parks.
Section 5. Program funding.
The department shall administer the program by using the
following sources of funding:
(1) Fifty percent of all revenue obtained from
nonsurface impact leases entered into by the Commonwealth on
land in State parks and State forests.
(2) Money appropriated or otherwise made available to
the department for the program or any other purpose.
(3) Money solicited and accepted under section 4(8).
Section 6. Effective date.
This act shall take effect in 30 days.
