AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in rules of the road in general, further providing
for following too closely; and, in other required equipment,
further providing for general requirements for school buses.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Sections 3310 and 4552(a) of Title 75 of the
Pennsylvania Consolidated Statutes are amended to read:
§ 3310. Following too closely.
(a) General rule.--[The] Except as otherwise provided in
this section, the driver of a motor vehicle shall not follow
another vehicle more closely than is reasonable and prudent,
having due regard for the speed of the vehicles and the traffic
upon and the condition of the highway.
(b) Combinations of vehicles and trucks.--
(1) The driver of any motor vehicle drawing another
vehicle or of any truck when traveling upon a roadway outside
of an urban district and following a motor vehicle drawing
another vehicle or following a truck shall, whenever

conditions permit, leave sufficient space so that an
overtaking vehicle may enter and occupy the space without
danger[, except that this subsection does not].
(2) This subsection shall not be construed to prevent a
motor vehicle drawing another vehicle or prevent a truck from
overtaking and passing any vehicle or combination of
vehicles.
(c) Caravans and motorcades.--
(1) Upon any roadway outside of an urban district, motor
vehicles being driven in a caravan or motorcade, whether or
not towing other vehicles, shall be so operated as to allow
sufficient space between each vehicle or combination of
vehicles so as to enable any other vehicle to enter and
occupy space without danger.
(2) This subsection does not apply to funeral
processions, which shall not be interrupted by any vehicle
other than an emergency vehicle.
(d) School buses.--The driver of a motor vehicle shall not
follow a school bus more closely than ten feet.
§ 4552. General requirements for school buses.
(a) Color and identification.--
(1) Every school bus shall be of a uniform color scheme
and labeled "School Bus" on both front and rear as provided
by regulation.
(2) Exterior labels and markings other than those
specifically required or permitted under paragraph (3) or by
law or regulation shall be prohibited.
(3) The rear of every school bus manufactured after
December 31, 2016, shall have affixed to it an exterior,
reflective label, sticker or sign stating: "At all times stay

back a minimum of 10 feet. It is the law."
(4) This subsection shall not be construed to prohibit
the affixation of exterior labels or stickers of a temporary
nature which have been approved by the school district as
having educational value and which do not obscure the "School
Bus" labels.
