AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in preliminary provisions, providing
for delay in use of Keystone Exams and Pennsylvania System of
School Assessment Exams.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 124. Delay in Use of Keystone Exams and Pennsylvania
System of School Assessment Exams.--(a) Notwithstanding any
statute or regulation to the contrary, the following shall be
delayed until the 2018-2019 school year:
(1) the use of the Keystone Exam as a graduation requirement
or as a benchmark for the need for participation in a project-
based assessment; and

(2) the use of the Pennsylvania System of School Assessment
performance levels or cut scores authorized under 22 Pa. Code
Ch. 4 (relating to academic standards and assessments), for
purposes of measuring educator effectiveness and publishing
school performance profiles.
(b) The Department of Education shall support public schools
with curriculum frameworks, instructional materials and
professional development aligned to State academic standards in
the tested content.
Section 2. This act shall take effect immediately.
