AN ACT
Designating a portion of State Route 1013 in Philadelphia County
as the Michael R. Goodwin, Sr. Memorial Highway.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Michael R. Goodwin, Sr. Memorial Highway.
(a) Findings.--
(1) Michael R. Goodwin, Sr., husband of Kelly and father
of Dorothy and Michael, Jr., was born and raised in
Philadelphia, Pennsylvania.
(2) Battalion Chief Goodwin served in the United States
Navy and was honorably discharged in 1983.
(3) After leaving the Navy, Battalion Chief Goodwin
joined the Philadelphia Fire Department in September 1983,
fulfilling a lifelong dream.

(4) Rising through the ranks of the department,
Battalion Chief Goodwin was promoted to lieutenant in 2003
and captain in 2008, and received his final promotion to
battalion chief posthumously.
(5) Battalion Chief Goodwin had two great loves in his
life: his family and his work as a firefighter.
(6) On April 6, 2013 Battalion Chief Goodwin answered
his final call when he and the members of Ladder 27 were
dispatched to a structure fire.
(7) Battalion Chief Goodwin was lost in the line of duty
when he fell approximately 20 feet through the roof of the
burning building, sacrificing his life to protect the people
of Philadelphia.
(b) Designation.--The section of State Route 1013 in
Philadelphia County from Byberry Road to Nanton Drive is hereby
designated the Michael R. Goodwin, Sr. Memorial Highway.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the highway to
traffic in both directions on the highway.
Section 2. Effective date.
This act shall take effect in 60 days.
