AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in high schools, providing for high
school graduation requirements for students with
individualized education programs.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 1614.1. High School Graduation Requirements for
Students with Individualized Education Programs.--(a) Beginning
in the 2016-2017 school year, an individualized education
program for a high school student shall require the signature of
the student's parent or guardian indicating the agreement of the
parent or guardian to either of the following as the high school
graduation requirements for the student:
(1) the transition goals included in the student's

individualized education program as determined by the student's
individualized education program team; or
(2) the high school graduation requirements established by
the governing body of the high school in which the student is
enrolled, which shall include the high school graduation
requirements established by the State Board of Education as set
forth in 22 Pa. Code ยง 4.24(c) (relating to high school
graduation requirements).
(b) A high school diploma awarded to a student with an
individualized education program shall not distinguish as to
whether the student satisfactorily completed high school
graduation requirements under subsection (a)(1) or (2).
Section 2. This act shall take effect in 60 days.
