AN ACT
Providing for Sickle Cell Disease or Sickle Cell Trait testing.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Sickle Cell
Testing Act.
Section 2. Testing.
(a) General rule.--Except as set forth in subsection (b), an
individual 18 years of age or older shall be tested for Sickle
Cell Disease or Sickle Cell Trait and notified of the results of
the test.
(b) Exceptions.--Subsection (a) shall not apply to any of
the following:
(1) An individual who, as part of the act of September
9, 1965 (P.L.497, No.251), known as the Newborn Child Testing
Act, was tested for Sickle Cell Disease and is able to
document his or her status.

(2) An individual who is able to provide medical
documentation of his or her status of Sickle Cell Disease or
Sickle Cell Trait.
(3) An individual who is sterile or who is not capable
of having children.
(4) An individual who refuses to be tested based on
religious beliefs.
Section 3. Effective date.
This act shall take effect in 90 days.
