AN ACT
Amending the act of February 9, 1999 (P.L.1, No.1), entitled "An
act providing for borrowing for capital facilities;
conferring powers and duties on various administrative
agencies and officers; making appropriations; and making
repeals," in capital facilities, further providing for
procedures for capital budget.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 303.1(b)(1) of the act of February 9,
1999 (P.L.1, No.1), known as the Capital Facilities Debt
Enabling Act, added October 25, 2013 (P.L.648, No.77), is
amended and the section is amended by adding a subsection to
read:
Section 303.1. Procedures for capital budget.

(b) Categories.--Each capital budget bill must do all of the
following:
(1) State the category of capital projects to be
financed by the authorized debt. A capital budget bill shall

not have to enumerate the capital projects to be financed[.],
but shall enumerate the amount of debt being authorized in
each category to fund projects for which debt had been
previously authorized and the amount of debt being authorized
in each category to fund projects for which debt had not
previously been authorized.

(c) Report.--
(1) Immediately upon the introduction of a capital
budget bill under subsection (a)(1), the Governor shall
compile an itemized list of projects for each category of
capital projects to be financed by the authorized debt. The
list shall include:
(i) The name, location and general description of
the project to be financed by the authorized debt.
(ii) The act year and number under which the project
to be financed was itemized.
(iii) The amount to be financed by the authorized
debt for each project.
(iv) The remaining amount to be financed by debt in
subsequent years for each project.
(v) Whether the project has received funding
financed by authorized debt in prior years.
(2) The report compiled under paragraph (1) shall be
sent to all members of the General Assembly.
Section 2. This act shall take effect in 60 days.
