AN ACT
Amending Title 18 (Crimes and Offenses) of the Pennsylvania
Consolidated Statutes, in firearms and other dangerous
articles, prohibiting use of human silhouette targets at
shooting ranges; and imposing a penalty.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 18 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 6128. Use of human silhouette targets at shooting ranges
prohibited.
(a) General rule.--A shooting range shall not permit
shooting at targets that depict human figures, human effigies,
human silhouettes or any human images thereof, except by law
enforcement officers, military personnel or other public safety
personnel in line with their official duties.
(b) Penalty.--A person who violates the provisions of this
section commits a summary offense.
(c) Definition.--As used in this section, the term "shooting
range" means any parcel of real estate or portion thereof that

is used in whole or in part for any form of target shooting with
firearms.
Section 2. This act shall take effect in 60 days.
