AN ACT
Establishing the Lean Government Practices Program; and
conferring powers and imposing duties on the Governor's
Innovation Office Office of Transformation, Innovation,
Management and Efficiency.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Lean
Management Practices Act.
Section 2. Legislative findings.
The General Assembly finds and declares as follows:
(1) Lean government practices have helped governments at
the Federal, state and local levels produce cost savings.
(2) Since 2011, the Commonwealth has saved $699 million
by adopting lean government practices.
(3) These cost savings stem from eliminating waste, in
the form of unneeded bureaucratic processes and paperwork, in
government programs designed to provide constituent services.

(4) By eliminating waste, government can provide its
current services at a faster pace and at a lower cost.
(5) Through the provision of efficient, more effective
government, lean government practices provide the people with
a better government that works for them.
Section 3. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Committee." The Steering Committee of the Lean Government
Practices Program TRANSFORMATION OFFICE.
"Lean government practices." The application of programs,
such as Six Sigma or Kaizen, designed to improve services
through the elimination of waste in bureaucracy by removing
unnecessary steps and processes to improve delivery of services
in a manner that is faster, effective, efficient and at a lower
cost.
"Innovation Office." The Governor's Innovation Office.
"Program." The Lean Government Practices Program established
under this act.
"Transformation Office." The Governor's Office of
Transformation, Innovation, Management and Efficiency.
Section 4. Lean Government Practices Program.
(a) Establishment.--The Lean Government Practices Program is
established within the Transformation Office to provide training
to State agencies for training new employees in using lean
government practices.
(b) Steering Committee.--The program shall be directed by a
committee, which will coordinate THE COMMITTEE, WHICH SHALL
COORDINATE THE PROGRAM with heads of all State agencies. The

committee shall:
(1) Consist of:
(i) The Secretary of Administration.
(ii) The Director of the Transformation Office.
(iii) The Secretary of Policy and Planning.
(iv) The Secretary of General Services.
(v) The Secretary of the Budget.
(vi) One individual chosen by the President pro
tempore of the Senate.
(vii) One individual chosen by the Minority Leader
of the Senate.
(viii) One individual chosen by the Speaker of the
House of Representatives.
(ix) One individual chosen by the Minority Leader of
the House of Representatives.
(2) Identify State programs and processes in need of
streamlining to improve efficiency and delivery of government
services to taxpayers.
(3) Develop training and implement strategies to assist
in the adoption of lean government practices by State
agencies.
(c) Participation.--
(1) All agencies shall designate certain employees to
form innovation teams to receive training in lean government
practices by participating in the program.
(2) Following completion of the program, members of the
innovation team shall begin the process of adopting lean
government practices in their State agency.
(3) Following adoption of lean management practices,
State agencies may request that the Transformation Office

examine programs and processes for additional efficiencies.
(d) Administration.--
(1) The Transformation Office shall administer the
program and provide an annual report detailing any cost
savings and improved delivery of services by State agencies
from the program.
(2) The annual report shall be given to the President
pro tempore of the Senate, the chairman and minority chairman
of the Finance Committee of the Senate, the Speaker of the
House of Representatives and the chairman and minority
chairman of the Finance Committee of the House of
Representatives.
(3) The Transformation Office may promulgate regulations
to assist in the administration of the program.
Section 5. Effective date.
This act shall take effect in 60 days.
