A RESOLUTION

 

1Amending Senate Rule XIV.

2RESOLVED, That Senate Rule XIV(j) be amended and the rule be
3amended by adding a subsection to read:

6(j) Consideration of legislation.--

7(1) The prime sponsor of a bill or resolution may
8request the chair of a standing committee hold a meeting on a
9bill or resolution introduced and referred to the standing
10committee. The chair shall hold a public meeting within ten
11legislative days of receiving a request from the prime
12sponsor of a bill or resolution. All meetings on bills or
13resolutions shall be subject to the requirements of 65
14Pa.C.S. Ch. 7. The chair of a standing committee shall
15provide reasonable opportunity for public comment or
16testimony at each meeting.

17(2) Within ten legislative days of a meeting on a bill

1or resolution held under paragraph (1), the chair of a
2standing committee shall hold a meeting of the standing
3committee to consider the bill or resolution.

4(k) Discharging committees.--

5(1) No standing committee shall be discharged from
6consideration of any bill, resolution or other matter within
7[ten] 20 legislative days of its reference to committee
8without the unanimous consent of the Senate or after such
9[ten-day] 20-day period except by majority vote of all
10members elected to the Senate.

11(2) Such discharge shall be by resolution which shall
12lie over one day for consideration upon introduction and
13which may be considered under the Order of Business of
14Resolutions on the Calendar.
