A CONCURRENT RESOLUTION

 

1Calling for an amendment to the Constitution of the United
2States in accordance with Article V to protect voters'
3rights.

4WHEREAS, Free and fair elections are the foundation of "one
5man, one vote" in a functioning constitutional republic; and

6WHEREAS, "One man, one vote" protections are threatened with
7each improper voter registration and/or incidence of voter
8fraud; and

9WHEREAS, According to a 2012 Pew Center on the States
10analysis more than 1.8 million deceased people are registered to
11vote and 2.75 million people are registered to vote in more than
12one state; and

13WHEREAS, Several states have enacted laws requiring that
14voter identifications, which are patterned after an Indiana
15photo identification law, that the courts have determined are
16"generally applicable, nondiscriminatory voting regulation" with
17reasonable burdens; therefore be it

18RESOLVED, (the House of Representatives concurring), That the
19General Assembly of the Commonwealth of Pennsylvania, in

1accordance with Article V of the Constitution of the United
2States, call for an amendment to require all voters in the
3United States produce a valid photo identification card for
4voting in national elections in order to ensure that no one is
5discriminated against and that these photo identification cards
6should be issued free of charge to anyone who is unable to
7afford one; and be it further

8RESOLVED, That a copy of this resolution be sent to the
9President of the United States, to the presiding officers of
10each house of Congress, to the other 49 State legislatures and
11to each member of Congress from Pennsylvania.
