A CONCURRENT RESOLUTION

 

1Calling for an amendment to the Constitution of the United
2States in accordance with Article V establishing term limits
3for members of Congress.

4WHEREAS, The founding fathers who drafted the Constitution of
5the United States never intended Congress to be a full-time
6legislature; and

7WHEREAS, The Congress of the United States was intended to be
8made up of farmers, businessmen, doctors, lawyers and anyone who
9was able and willing to take time away from their main
10occupation to serve their neighbors and friends in representing
11them in Congress; and

12WHEREAS, Congress was designed as a part-time legislature
13because the founders feared that if it was not, it would become
14like the English Parliament, a ruling class of career
15politicians who serve to increase their own power and finances;
16therefore be it

17RESOLVED (the House of Representatives concurring), That the
18General Assembly, in accordance with Article V of the
19Constitution of the United States, call for an amendment to

1provide that no person may serve more than 12 years as a member
2of Congress, whether such service is exclusively in the House or
3the Senate or combined in both houses; and be it further

4RESOLVED, Upon ratification of this article, any incumbent
5member of Congress whose term exceeds the 12-year limit shall
6complete the term but thereafter shall be ineligible for further
7service as a member of Congress; and be it further

8RESOLVED, That copies of this resolution be transmitted to
9the President of the United States, the presiding officers of
10each house of Congress, to each member of Congress from
11Pennsylvania and to the other 49 State legislatures.
