1Designating the month of October 2013 as "Bullying Awareness
2Month" in Pennsylvania.

3WHEREAS, Bullying is intentional, repeated behavior by one or
4more people that can harm others physically and emotionally; and

5WHEREAS, Bullying is a type of abuse which can take many
6forms and crosses all classes, ages, religions and areas without
7discrimination; and

8WHEREAS, The 2010 Center for Safe Schools and Communities
9examined bullying levels in grade 3 through 12 in 25 counties
10and reported that bullying is most common during elementary and
11middle school years but also occurs in high school; and

12WHEREAS, A 2011 Pennsylvania Commission on Crime and
13Delinquency Pennsylvania Youth Survey (PAYS) found that 12.1% of
14Pennsylvania students reported that other students have used the
15Internet or a cell phone to threaten or embarrass them; and

16WHEREAS, The PAYS survey found that 15% of 10th graders

1report being sexually harassed online; and

2WHEREAS, In 2009, the Office of Juvenile Justice and
3Delinquency Prevention reported that among children and youth
4who are 17 years of age and younger about one in five reported
5being physically bullied and about three in ten reported being
6teased or emotionally bullied in their lifetime; and

7WHEREAS, The Workplace Bullying Institute reports that up to
8one third of workers may be victims of bullying in the
9workplace; and

10WHEREAS, In a 2010 Centers for Disease Control and Prevention
11(CDC) study of youth in grades 9 through 12, 21.2% of females
12and 18.7% of males reported being bullied on school property in
13the previous 12 months; therefore be it

14RESOLVED, That the Senate designate the month of October 2013
15as "Bullying Awareness Month" in Pennsylvania; and be it further

16RESOLVED, That copies of this resolution be transmitted to
