A RESOLUTION

 

1Observing the month of January 2013 as "Pennsylvania Thrift
2Month," observing the week of January 17 through 23, 2013, as
3"National Thrift Week" and calling on individuals, families
4and government at all levels to exercise thrift and fiscal
5responsibility.

6WHEREAS, Annual "National Thrift Week" observances from 1916
7through 1966 highlighted the value of hard work and fiscal
8discipline and the cultivation of thrift as an American ideal;
9and

10WHEREAS, Communities nationwide first celebrated "National
11Thrift Week" in 1916 with the opening of school savings accounts
12for children and workplace savings programs; and

13WHEREAS, The 1916 observance was launched on January 17, the
14birthday anniversary of early American inventor, author,
15printer, scientist, philanthropist, statesman and diplomat
16Benjamin Franklin, who was recognized as the "American apostle
17of thrift"; and

18WHEREAS, "National Thrift Week" is no longer celebrated or
19fully recognized; and

1WHEREAS, The nation and many individuals and families are
2facing difficult financial conditions today; and

3WHEREAS, Recession, unemployment and widespread pay cuts have
4spurred individuals and governments to reassess financial
5practices; and

6WHEREAS, Restoring and instilling thrift and fiscal
7responsibility as guiding principles for individuals and
8governments can aid our return to an era of sound financial
9management and economic prosperity; therefore be it

10RESOLVED, That the Senate observe the month of January 2013
11as "Pennsylvania Thrift Month," observe the week of January 17
12through 23, 2013, as "National Thrift Week" and call on
13individuals, families and government at all levels to exercise
14thrift and fiscal responsibility.
