1Amending Title 58 (Oil and Gas) of the Pennsylvania Consolidated
2Statutes, in development, further providing for use of safety
3devices.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Section 3219 of Title 58 of the Pennsylvania
7Consolidated Statutes is amended to read:

8§ 3219. Use of safety devices.

9(a) General rule.--Any person engaged in drilling an oil or
10gas well shall equip it with casings of sufficient strength, and
11other safety devices as are necessary, in the manner prescribed
12by regulation of the department, and shall use every effort and
13endeavor effectively to prevent blowouts, explosions and fires.

14(b) Steel product requirement.--The following shall apply:

15(1)  Any casings or other safety devices as are necessary
16under this section which require the use of steel products
17shall only use steel products produced in the United States.

18(2)  This section shall apply to casings or other safety

1devices added on or after the effective date of this section.

2(3)  As used in this subsection, the term "steel
3products" shall have the same meaning as defined in section 6
4of the act of March 3, 1978 (P.L.6, No.3), known as the Steel
5Products Procurement Act.

6Section 2. This act shall take effect in 60 days.
