AN ACT

 

1Amending the act of April 8, 1982 (P.L.310, No.87), entitled, as
2amended, "An act establishing fees for services of recorders 
3of deeds in counties of the second A, third, fourth, fifth, 
4sixth, seventh and eighth classes and home rule charter 
5counties of these classes," authorizing an additional fee to 
6be imposed and used for demolition of dilapidated buildings 
7on blighted property; and making an editorial change.

8The General Assembly of the Commonwealth of Pennsylvania
9hereby enacts as follows:

10Section 1. The title of the act of April 8, 1982 (P.L.310,
11No.87), referred to as the Recorder of Deeds Fee Law, amended
12April 17, 2002 (P.L.244, No.32), is amended to read:

14Establishing fees for services of recorders of deeds in counties
15of the second A, third, fourth, fifth, sixth, seventh and
16eighth classes and home rule charter counties of these
17classes; authorizing a special deed and mortgage recording 
18fee in counties of all classes and all home rule charter 
19counties; and establishing county demolition funds.

20Section 2. The act is amended by adding a section to read:

1Section 2.2. (a) There is hereby created a county
2demolition fund in each county of the first, second, second A,
3third, fourth, fifth, sixth, seventh and eighth class and home
4rule charter county of these classes that impose the fee
5authorized under subsection (b).

6(b) In addition to the fees charged by a recorder of deeds
7in a county of the first class, second, second A, third, fourth,
8fifth, sixth, seventh or eighth class or by an equivalent
9officer in a home rule charter county of these classes, the
10governing body of the county may, by resolution or ordinance,
11authorize the recorder of deeds to charge and collect a fee not
12to exceed $15 for each deed and mortgage recorded. The fee shall
13be deposited into the county demolition fund to be used
14exclusively for the demolition of dilapidated buildings on
15blighted property situate in the county.

16Section 3. This act shall take effect in 60 days.
