AN ACT

 

1Designating the interchange at the crossing of S.R. 33 and Main
2Street (S.R. 1022) in Palmer Township, Northampton County, as
3the Charles Chrin Interchange.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Charles Chrin Interchange.

7(a) Findings and declarations.--The General Assembly finds
8and declares as follows:

9(1) Charles Chrin was born May 9, 1924, in Ormrod,
10Pennsylvania.

11(2) Mr. Chrin has been a successful businessman with
12diverse interests for over 65 years.

13(3) In 1955, Mr. Chrin cofounded the Charles Chrin
14Companies, with offices in Palmer Township and Williams
15Township, Northampton County. He currently serves as
16President of the Charles Chrin Companies, which include solid
17waste hauling, quarry, recycling and disposal businesses, as
18well as a full line of site contracting services and real

1estate development. The Charles Chrin Companies employ over
2100 individuals in the Lehigh Valley.

3(4) Among the Charles Chrin Companies' projects in the
4Lehigh Valley are the Chrin Commerce Center, the Charles
5Chrin Commons, the Woodlands Professional Building, the
6Parkview Estates and the Chipman Court. In addition, the
7Charles Chrin Companies partnered with PPL Renewable Energy
8and in 2011 dedicated a landfill gas-to-energy power project
9in Williams Township.

10(5) In 2004, Mr. Chrin Partnered with Palmer Township on
11the design and construction of the Charles Chrin Community
12Center, which has become a well-recognized venue for civic
13and community activities and special events.

14(6) Mr. Chrin is a member of St. John the Baptist
15Ukrainian Parish in Northampton and many community and
16professional organizations.

17(7) Charles Chrin and the Charles Chrin Companies were
18instrumental in the development of the public-private
19partnership that obtained all the public approvals, financing
20and design and engineering for a new interchange at the
21crossing of SR 33 and Main Street (SR 1022) in Palmer
22Township, Northampton County.

23(8) Groundbreaking for the interchange occurred on
24January 31, 2013, and construction commenced in September
252013, with an anticipated opening in late 2014.

26(9) Mr. Chrin has volunteered extensively in church and
27civic activities over the years, has invested heavily in the
28development of the Lehigh Valley and is a highly respected
29member of his community.

30(b) Designation.--The interchange at the crossing of S.R. 33

1and Main Street (S.R. 1022) in Palmer Township, Northampton
2County, is hereby designated and shall be known as the Charles
3Chrin Interchange.

4(c) Signs.--The Department of Transportation shall erect and
5maintain appropriate signs to traffic in both directions to
6indicate the designation under subsection (b).

7Section 2. Effective date.

8This act shall take effect immediately.
