AN ACT

 

1Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2act relating to the public school system, including certain
3provisions applicable as well to private and parochial
4schools; amending, revising, consolidating and changing the
5laws relating thereto," in duties and powers of board of
6school directors, providing for publication of rules,
7regulations and policies.

8The General Assembly of the Commonwealth of Pennsylvania
9hereby enacts as follows:

10Section 1. The act of March 10, 1949 (P.L.30, No.14), known
11as the Public School Code of 1949, is amended by adding a
12section to read:

13Section 510.2. Publication of Rules, Regulations and
14Policies.--The board of school directors of a school district
15shall post on its publicly accessible Internet website the
16following rules, regulations and policies adopted by the school
17district under Federal or State law:

18(1) The following relating to students:

19(i) Admission of beginners.

20(ii) Attendance, excusals and truancy.

1(iii) Withdrawal from school.

2(iv) Student discipline.

3(v) Suspension and expulsion of students.

4(vi) Searches.

5(vii) Retention, maintenance and access to student records.

6(viii) Use of personal electronic devices.

7(ix) Dress and grooming.

8(x) Student complaint process.

9(xi) Parent appeal of a school district's placement of twins
10or multiple birth siblings.

11(xii) Participation by home school students in school
12district extracurricular activities.

13(2) The following relating to educational programs:

14(i) Curriculum review by parents and students.

15(ii) Promotion and retention.

16(iii) Graduation requirements.

17(3) The following relating to student health:

18(i) Communicable diseases and immunization.

19(ii) Health examinations and screenings.

20(iii) Student use of medications.

21(iv) The school district's wellness policy.

22(4) The following relating to school property:

23(i) Use of school property and facilities.

24(ii) School visitation policies.

25(iii) Integrated pest management plan.

26(5) The following relating to community:

27(i) Public participation in school board meetings.

28(ii) Public attendance at school events.

29(iii) Parental involvement policy for parents and guardians
30of students participating pursuant to section 1118 of the

1Elementary and Secondary Education Act of 1965 (Public Law 89-
210, 20 U.S.C § 6318.

3(iv) Public access to and use of school district buildings,
4facilities and grounds.

5(v) Public complaint process.

6Section 2. This act shall take effect in 60 days.
