A JOINT RESOLUTION

 

1Proposing an amendment to the Constitution of the Commonwealth
2of Pennsylvania, further providing for sessions.

3The General Assembly of the Commonwealth of Pennsylvania
4hereby resolves as follows:

5Section 1. The following amendment to the Constitution of
6Pennsylvania is proposed in accordance with Article XI:

7That section 4 of Article II be amended to read:

8§ 4. Sessions.

9[The] (a) Except as provided under subsection (b), the
10General Assembly shall be a continuing body during the term for
11which its Representatives are elected. It shall meet at 12
12o'clock noon on the first Tuesday of January each year. Special
13sessions shall be called by the Governor on petition of a
14majority of the members elected to each House or may be called
15by the Governor whenever in his opinion the public interest
16requires.

17(b) Unless meeting in special session, the General Assembly

1may not convene a voting session from the first Tuesday after
2the first Monday in November through the end of the session in
3any even-numbered year.

4Section 2. (a) Upon the first passage by the General
5Assembly of this proposed constitutional amendment, the
6Secretary of the Commonwealth shall proceed immediately to
7comply with the advertising requirements of section 1 of Article
8XI of the Constitution of Pennsylvania and shall transmit the
9required advertisements to two newspapers in every county in
10which such newspapers are published in sufficient time after
11passage of this proposed constitutional amendment.

12(b) Upon the second passage by the General Assembly of this
13proposed constitutional amendment, the Secretary of the
14Commonwealth shall proceed immediately to comply with the
15advertising requirements of section 1 of Article XI of the
16Constitution of Pennsylvania and shall transmit the required
17advertisements to two newspapers in every county in which such
18newspapers are published in sufficient time after passage of
19this proposed constitutional amendment. The Secretary of the
20Commonwealth shall submit this proposed constitutional amendment
21to the qualified electors of this Commonwealth at the first
22primary, general or municipal election which meets the
23requirements of and is in conformance with section 1 of Article
24XI of the Constitution of Pennsylvania and which occurs at least
25three months after the proposed constitutional amendment is
26passed by the General Assembly.
