AN ACT

 

1Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2act relating to the public school system, including certain
3provisions applicable as well to private and parochial
4schools; amending, revising, consolidating and changing the
5laws relating thereto," in teacher certification, further
6providing for qualifying certificates and kinds of
7certificates.

8The General Assembly of the Commonwealth of Pennsylvania
9hereby enacts as follows:

10Section 1. Sections 1201 and 1203 of the act of March 10,
111949 (P.L.30, No.14), known as the Public School Code of 1949,
12amended June 30, 2011 (P.L.112, No.24), are amended to read:

13Section 1201. Certificates Qualifying Persons to Teach.--
14Only those persons holding one of the following certificates 
15shall be qualified to teach in the public schools of this 
16Commonwealth--(1) Permanent college certificate, (2) provisional 
17college certificate, (3) normal school diploma, (4) normal 
18school certificate, (5) special permanent certificate, (6) 
19special temporary certificate, (7) permanent State certificate, 
20(8) residency certificate, (8.1) military science certificate, 

1(9) intern certificate, (10) certificates which are permanent 
2licenses to teach by virtue of the provisions of section one 
3thousand three hundred eight of the act, approved the eighteenth 
4day of May, one thousand nine hundred eleven (Pamphlet Laws 
5309), as amended, which is repealed hereby, or (11) such other 
6kinds of certificates as are issued under the standards 
7prescribed by the State Board of Education. The State Board of 
8Education shall also provide for issuance of certificates by 
9district superintendents to meet such emergencies or shortage of 
10teachers as may occur.

11Section 1203. Kinds of State Certificates.--(a) State
12certificates hereafter granted shall include the following:

13Provisional College Certificates,

14Permanent College Certificates,

15Certificates issued by other states and validated by the
16Superintendent of Public Instruction,

17Special Temporary Certificates,

18Special Permanent Certificates,

19Residency Certificates,

20Intern Certificates,

21Military Science Certificates.

22(b) All persons receiving any of such certificates shall
23have qualifications not less than graduation from a State
24Teachers' College of this Commonwealth, or equivalent training.
25Postbaccalaureate certification programs, including residency,
26intern and administrative certification programs completed under
27section 1207.1 are equivalent training for purposes of this act.

28(b.1) All persons receiving military science certificates 
29shall have documentation of at least twenty years' military 
30service and certification by the appropriate branch of the armed 

1forces of the United States authorizing employment as a military 
2science instructor.

3(c) Every college certificate shall set forth the names of
4the college or university from which its holder was graduated.
5State certificates shall entitle their holders to teach in every
6part of this Commonwealth for the terms herein specified.

7Section 2. This act shall take effect in 60 days.
