1Amending Title 53 (Municipalities Generally) of the Pennsylvania
2Consolidated Statutes, in municipal authorities, further
3providing for purposes and powers.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Section 5607(a) of Title 53 of the Pennsylvania
7Consolidated Statutes is amended by adding a paragraph to read:

8§ 5607. Purposes and powers.

9(a) Scope of projects permitted.--Every authority
10incorporated under this chapter shall be a body corporate and
11politic and shall be for the purposes of financing working
12capital; acquiring, holding, constructing, financing, improving,
13maintaining and operating, owning or leasing, either in the
14capacity of lessor or lessee, projects of the following kind and
15character and providing financing for insurance reserves:

17(18) Storm water <-management planning and projects.

1planning, management and implementation as defined in the<-
2articles of incorporation by the governing body. Authorities,
3existing as of the effective date of this paragraph, already
4operating storm water controls as part of a combined sewer
5system, sanitary sewer system or flood control project may
6continue to operate those projects.
