A RESOLUTION

 

1Urging the Congress of the United States to defeat S. 2159 and
2H.R. 4301, which prohibit states from authorizing and
3conducting Internet gaming.

4WHEREAS, The Restoration of America's Wire Act, introduced as
5S. 2159 and H.R. 4301 in the 113th Congress, would prohibit the
6transmission by wire communication of any bet or wager or of
7information assisting in the placement of any bet or wager,
8including Internet gaming; and

9WHEREAS, A Federal prohibition against Internet gaming would
10directly and negatively impact Pennsylvania by foreclosing the
11future potential of Internet gaming to generate tax revenue, to
12create economic and employment opportunities, including high-
13tech software jobs, and to foster valuable business ventures for
14Pennsylvania casinos; and

15WHEREAS, If enacted, S. 2159 and H.R. 4301 would prohibit the
16Commonwealth from authorizing and conducting Internet gaming and
17from capturing new tax revenue for Pennsylvania; and

18WHEREAS, This prohibition would preclude the Commonwealth's

1ability to create a legitimate online poker industry within its
2borders, drive illegal operators out of business and protect
3consumers; and

4WHEREAS, Passage of these measures as Federal law would be
5inimical to the interests of this Commonwealth, which has been
6at the forefront of a well-regulated casino gaming industry for
7nearly a decade and which recognizes the benefits of Internet
8gaming and the future potential thereof; therefore be it

9RESOLVED, That the House of Representatives of the
10Commonwealth of Pennsylvania urge the Congress of the United
11States to defeat the Restoration of America's Wire Act,
12introduced as S. 2159 and H.R. 4301 in the 113th Congress, which
13prohibits the transmission by wire communication of any bet or
14wager, or of information assisting in the placement of any bet
15or wager, including Internet gaming; and be it further

16RESOLVED, That the House of Representatives of the
17Commonwealth of Pennsylvania implore the Pennsylvania
18Congressional Delegation to unequivocally oppose S. 2159 and
19H.R. 4301, which would unduly ban Internet gaming and violate
20the rights and protections guaranteed to the states under the
21Tenth Amendment of the Constitution of the United States; and be
22it further

23RESOLVED, That copies of this resolution be transmitted to
24each member of Congress from Pennsylvania.
