A RESOLUTION

 

1Directing the Legislative Budget and Finance Committee to
2conduct a study of reported motorcycle accidents.

3WHEREAS, The use of a helmet is a critical factor in the
4prevention and reduction of head injuries in motorcycle
5accidents; therefore be it

6RESOLVED, That the House of Representatives direct the
7Legislative Budget and Finance Committee to conduct a study of
8reported motorcycle accidents; and be it further

9RESOLVED, That riders of all ages, both below and above 21
10years of age, are involved in motorcycle accidents and should be
11included in the study; and be it further

12RESOLVED, That the Legislative Budget and Finance Committee
13report include, but not be limited to, the following:

14(1) the number and trend of reported motorcycle
15accidents in the last ten years for riders of all ages;

16(2) the number, trend and age of individuals wearing
17helmets involved in reported motorcycle accidents over the
18last ten years;

1(3) the increase, if any, in injuries and fatalities of
2riders of all ages specifically due to head trauma that may
3be attributed to individuals not wearing helmets;

4(4) a comparison of the change in motorcycle-related
5traumatic brain injury hospitalizations or deaths to the
6change in other traumatic motorcycle injury hospitalizations
7or deaths that do not result from a head injury;

8(5) a comparison of changes in the hospital charges for
9motorcycle-related head injury hospitalizations to changes in
10hospital charges for other motorcycle-related injury
11hospitalizations that do not result from a head injury before
12and after the helmet law repeal for riders;

13(6) the number of uninsured motorcycle riders involved
14in accidents over the last decade;

15(7) a change in the percentage of motorcycle riders
16wearing helmets before and after the repeal of the universal
17helmet law; and

18(8) an analysis of policies nationwide that have
19increased the usage of motorcycle helmets and/or decreased
20the number of head injuries resulting from motorcycle
21accidents over the past decade;

22and be it further

23RESOLVED, That the Legislative Budget and Finance Committee
24report its findings to the Transportation Committee of the House
25of Representatives within one year of the adoption of this
26resolution and shall update this report every three years after
27its initial report for a period of nine years.
