A RESOLUTION

 

1Directing the Department of Health to revise regulations for
2public facilities in support of nanotechnology and other
3nontoxic means that control bacteria, mold, mildew, fungi,
4algae, viruses and volatile organic compounds (VOCs) causing
5obnoxious odors.

6WHEREAS, The Department of Health is a Commonwealth-wide
7system that oversees the functions of the county health
8departments serving 67 counties; and

9WHEREAS, Allegheny is one of those 67 counties that receives
10direction from the Department of Health; and

11WHEREAS, Bacteria, mold, mildew, fungi, algae, viruses and
12volatile organic compounds (VOCs) can cause various health-
13related issues; and

14WHEREAS, Nanotechnology is a diverse application involving
15the manipulation of matter on an atomic and molecular scale; and

16WHEREAS, The regulations for public facilities should be
17altered to include testing for bacteria, mold, mildew, fungi,
18algae, viruses and volatile organic compounds (VOCs) twice a
19year to be documented on a Bionomic Assessment Report listing

1the outcome of the tests; and

2WHEREAS, The regulations for public facilities should allow
3and encourage the use of nanotechnology and other nontoxic means
4that are proven to be effective for killing microbes and are not
5harmful to people, places, animals and the environment; and

6WHEREAS, Services such as nanotechnology that are provided to
7public facilities should be delivered by certified technicians
8and should carry a seal of certification for compliance in
9keeping microbial contamination at safe levels as depicted by
10ATP scales, which is an indicator for microbial activity;
11therefore be it

12RESOLVED, That the Department of Health revise regulations
13for public facilities in support of nanotechnology and other
14nontoxic means in order to control bacteria, mold, mildew,
15fungi, algae, viruses and volatile organic compounds (VOCs)
16causing obnoxious odors in order to preserve the health and
17safety of all Commonwealth residents.
