A RESOLUTION

 

1Honoring the life and memory of Dr. William H. Duncan, former
2Millersville State College President from 1968 to 1981, and
3extending condolences to his family, friends and colleagues.

4WHEREAS, William H. Duncan was born on March 20, 1918, in
5Mifflin to Charles R. Duncan and Adda F. (Hampton) Duncan; and

6WHEREAS, In 1934, he attended Millersville State Teachers
7College and taught in Strasburg while meeting the requirements
8for a bachelor's degree, which he earned in 1940; and

9WHEREAS, He married his wife, Alma (Pike), on November 23,
101943; and

11WHEREAS, He proudly served his country as a major in the
12United States Army during World War II; and

13WHEREAS, After serving his country and teaching for several
14years, he earned his master's and doctorate degrees in education
15at The Pennsylvania State University; and

16WHEREAS, Dr. Duncan returned to Millersville in 1947 as a

1social studies teacher; and

2WHEREAS, During his 46-year association with Millersville
3State College, now Millersville University, Dr. Duncan held such
4positions as the Director of Admissions, Registrar, Acting Dean
5of Instruction and Dean of Student Affairs prior to his
6appointment as President; and

7WHEREAS, Dr. Duncan served as President of Millersville State
8College from 1968 to 1981; and

9WHEREAS, In addition to his service at Millersville State
10College, Dr. Duncan was also an active member of Grace United
11Methodist Church in Millersville and served on the boards of
12many civic and community organizations, including the Boy Scouts
13of America, the Danforth Foundation, the Sico Foundation, the
14United Way, the Parish Resource Center, the Urban League, the
15American Heart Association and the YWCA; and

16WHEREAS, Dr. Duncan also served as President of the
17Millersville University Alumni Association and as Life Director
18of the Millersville University Foundation; and

19WHEREAS, Dr. Duncan's dedication to his family, church,
20community and Millersville University were constants in his
21life; and

22WHEREAS, Sadly, Dr. Duncan passed away on Thursday, January
233, 2013, at 94 years of age, surrounded by his loving family;
24and

25WHEREAS, In addition to his devoted wife, he will be missed
26by his two daughters, Vicky A., wife of Thomas Dippold, and Leni
27M., wife of Peter J. Kerekgyarto; his three grandchildren, Eva
28M., wife of Jon Telesco, Rachel A., wife of Brad Kirkham, and
29Peter D. Kerekgyarto; his great grandson, Pike J. Telesco; and
30step-grandson Sean Dippold and his wife Kathy; and

1WHEREAS, Dr. Duncan was preceded in death by a son, William
2H. Duncan, Jr., two brothers, Ira T. Duncan and Charles V.
3Duncan and two sisters, Mildred Bryant and Mary Ernest;
4therefore be it

5RESOLVED, That the House of Representatives honor the life
6and memory of Dr. William H. Duncan and extend condolences to
7his family, friends and colleagues.
