AN ACT

 

1Designating a bridge in Greene County as the Lieutenant Colonel
2Cephus Lee Roupe Memorial Bridge.

3The General Assembly of the Commonwealth of Pennsylvania
4hereby enacts as follows:

5Section 1. Lieutenant Colonel Cephus Lee Roupe Memorial Bridge.

6(a) Findings and declarations.--The General Assembly finds
7and declares as follows:

8(1) Lieutenant Colonel Cephus Lee Roupe was born on
9November 7, 1957, in Waynesburg, Pennsylvania, and passed
10away at 54 years of age on March 2, 2012, of natural causes.

11(2) Lieutenant Colonel Roupe proudly and courageously
12served his country in the United States Army for 36 years.

13(3) Lieutenant Colonel Roupe began his career as an
14enlisted soldier and excelled through the ranks. When
15Lieutenant Colonel Roupe was an E-5 (SGT) he applied and was

1accepted into flight school in which he received his aviation
2wings at Fort Rucker, Alabama, as a Warrant Officer.

3(4) Lieutenant Colonel Roupe was a former Warrant
4Officer who received a direct commission appointment to the
5Medical Service Corps and was qualified in the UH-1, AH-1,
6UH-60, T-42, U-21 and C-12 aircraft.

7(5) Lieutenant Colonel Roupe was one of the most
8experienced Medical Service Corps aviators and was a Master
9Army Aviator and a combat veteran of Operation Desert Storm,
10the Bosnian War – Operation Joint Endeavor and two tours in
11Iraq - Operation Iraqi Freedom, and Afghanistan - Operation
12Enduring Freedom.

13(b) Designation.--The bridge that carries State Route 18,
14Section D10, Segment 0070, Offset 0038, over Fish Creek in New
15Freeport Township, Greene County, is designated as the
16Lieutenant Colonel Cephus Lee Roupe Memorial Bridge.

17(c) Signs.--The Department of Transportation shall erect and
18maintain appropriate signs displaying the name of the bridge to
19traffic in both directions on the bridge.

20Section 2. Effective date.

21This act shall take effect immediately.
