AN ACT

 

1Designating a bridge on that portion of State Route 15 over the
2Yellow Breeches Creek, Carroll Township, York County, as the
3Glenn Bowers Memorial Bridge.; designating a bridge o<-n that 
4portion of 17th Street over the 10th Avenue Expressway, City 
5of Altoona, Blair County, as the Blair County Veterans 
6Memorial Bridge; designating a bridge on that portion of 
7State Route 764 over 31st Street, City of Altoona, Blair 
8County, as the Alvin E. Morrison Memorial Bridge; designating 
9West Erie Avenue from its intersection with North Second 
10Street in Philadelphia City, Philadelphia County, to the 
11point where it meets North Front Street in Philadelphia City, 
12Philadelphia County, as Roberto Clemente Way; designating the 
13interchange at the crossing of State Route 33 and Main Street 
14(State Route 1022) in Palmer Township, Northampton County, as 
15the Charles Chrin Interchange; designating the interchange 
16between the portion of State Route 3009 and State Route 119 
17in South Union Township, Fayette County, as the Fred L. 
18Lebder Interchange; and designating a bridge on that portion 
19of State Route 711 over the Youghiogheny River in the City of 
20Connellsville, Fayette County, as the Officer Robb McCray 
21Memorial Bridge.

22The General Assembly of the Commonwealth of Pennsylvania
23hereby enacts as follows:

1Section 1. Glenn Bowers Memorial Bridge.

2(a) Findings.--

3(1) Glenn Bowers was a graduate of The Pennsylvania
4State University, where he was a member of the Blue Band,
5symphony and Pi Kappa Alpha Fraternity.

6(2) After the attack on Pearl Harbor, Mr. Bowers
7enlisted in the Navy as an aviation cadet with a unit of 27
8other Penn Staters.

9(3) Mr. Bowers flew over 100 combat missions during his
1013-month tour of duty in the South Pacific and was awarded 11
11air medals and three Distinguished Flying Crosses. During
12this period he served as a member of the famous "Black Sheep"
13squadron under Col. Pappy Boyington.

14(4) After the war, Mr. Bowers returned to Penn State to
15complete his B.S. degree in Zoology and M.S. degree in
16Wildlife Management.

17(5) In 1948, Mr. Bowers began his career with the
18Pennsylvania Game Commission, where he advanced to executive
19director, a post he held for 17 years.

20(6) During his tenure at the Pennsylvania Game
21Commission, numerous innovations were put in place, including
22the spring turkey season and the establishment of the Middle
23Creek Wildlife Management Area and the Scotia Range.

24(7) Over his lifetime, Mr. Bowers was recognized with
25awards by many professional and community organizations,
26including the top honors from the International Association
27of Fish and Wildlife Agencies.

28(b) Designation.--The bridge located on State Route 15 in
29Carroll Township, York County, over the Yellow Breeches Creek is
30hereby designated the Glen Bowers Memorial Bridge.

1(c) Signs.--The Department of Transportation shall erect and
2maintain appropriate signs displaying the name of the bridge to
3traffic in both directions on the bridge.

4Section 2. Blair Cou<-nty Veterans Memorial Bridge.

5(a) Findings.--The 17th Street Bridge over the 10th Avenue
6Expressway, City of Altoona, Blair County, is the point of
7assembly for and is crossed every year in the Altoona Veterans
8Day Parade.

9(b) Designation.--The bridge located on 17th Street in the
10City of Altoona, Blair County over the 10th Avenue Expressway is
11hereby designated the Blair County Veterans Memorial Bridge.

12(c) Signs.--The Department of Transportation shall erect and
13maintain appropriate signs displaying the name of the bridge to
14traffic in both directions on the bridge.

15Section 3. Alvin E. Morrison Memorial Bridge.

16(a) Findings.--

17(1) S. Sgt. Alvin E. Morrison attended Greenwood School,
18Roosevelt Junior High School and Altoona High School.

19(2) S. Sgt. Morrison was a radio operator and ball
20turret gunner on a B-17 Flying Fortress with the U.S. Air
21Force 560th squadron in World War II.

22(3) On one of the many Flying Fortress raids over
23France, German planes shot down S. Sgt. Morrison's B-17
24bomber, and the airplane's entire crew was forced to bail
25out, killing S. Sgt. Morrison along with several other crew
26members.

27(4) S. Sgt. Morrison was awarded the Air Medal, Purple
28Heart, Bronze Star, Good Conduct Medal and Honorable Service
29in World War II Lapel Button.

30(b) Designation.--The bridge located on State Route 764 in

1the City of Altoona, Blair County, over 31st Street is hereby
2designated the Alvin E. Morrison Memorial Bridge.

3(c) Signs.--The Department of Transportation shall erect and
4maintain appropriate signs displaying the name of the bridge to
5traffic in both directions on the bridge.

6Section 4. Roberto Clemente Way.

7(a) Findings.--The General Assembly finds and declares as
8follows:

9(1) Roberto Walker Clemente was born in Barrio San Anton
10in Carolina, Puerto Rico, on August 18, 1934.

11(2) Roberto Clemente is remembered today as one of
12baseball's best all-round right fielders, with one of the
13best arms in baseball. Often referred to as "The Great One,"
14Clemente was the first Latin American player elected to the
15Baseball Hall of Fame.

16(3) Roberto Clemente's life ended on December 31, 1972,
17in a plane crash while en route to Nicaragua with relief
18supplies for earthquake victims.

19(4) In his thirty-eight years, Roberto Clemente became a
20baseball legend in the United States, but in his homeland and
21throughout Latin America he became a national and cultural
22icon. For his "outstanding athletic, civic, charitable, and
23humanitarian contributions," Roberto Clemente was awarded the
24Congressional Gold Medal by the United States Congress in
251973.

26(b) Designation.--West Erie Avenue from its intersection
27with North Second Street in Philadelphia City, Philadelphia
28County, to the point where it meets North Front Street in
29Philadelphia City, Philadelphia County, is designated as Roberto
30Clemente Way.

1(c) Signs.--The Department of Transportation shall erect and
2maintain appropriate signs displaying the name of the highway to
3traffic in both directions.

4Section 5. Charles Chrin Interchange.

5(a) Findings and declarations.--The General Assembly finds
6and declares as follows:

7(1) Charles Chrin was born May 9, 1924, in Ormrod,
8Pennsylvania.

9(2) Mr. Chrin has been a successful businessman with
10diverse interests for over 65 years.

11(3) In 1955, Mr. Chrin cofounded the Charles Chrin
12Companies, with offices in Palmer Township and Williams
13Township, Northampton County. He currently serves as
14president of the Charles Chrin Companies, which include solid
15waste hauling, quarry, recycling and disposal businesses, as
16well as a full line of site contracting services and real
17estate development. The Charles Chrin Companies employ over
18100 individuals in the Lehigh Valley.

19(4) Among the Charles Chrin Companies' projects in the
20Lehigh Valley are the Chrin Commerce Center, the Charles
21Chrin Commons, the Woodlands Professional Building, the
22Parkview Estates and the Chipman Court. In addition, the
23Charles Chrin Companies partnered with PPL Renewable Energy
24and in 2011 dedicated a landfill gas-to-energy power project
25in Williams Township.

26(5) In 2004, Mr. Chrin Partnered with Palmer Township on
27the design and construction of the Charles Chrin Community
28Center, which has become a well-recognized venue for civic
29and community activities and special events.

30(6) Mr. Chrin is a member of St. John the Baptist

1Ukrainian Parish in Northampton and many community and
2professional organizations.

3(7) Charles Chrin and the Charles Chrin Companies were
4instrumental in the development of the public-private
5partnership that obtained all the public approvals, financing
6and design and engineering for a new interchange at the
7crossing of State Route 33 and Main Street (State Route 1022)
8in Palmer Township, Northampton County.

9(8) Groundbreaking for the interchange occurred on
10January 31, 2013, and construction commenced in September
112013, with an anticipated opening in late 2014.

12(9) Mr. Chrin has volunteered extensively in church and
13civic activities over the years, has invested heavily in the
14development of the Lehigh Valley and is a highly respected
15member of his community.

16(b) Designation.--The interchange at the crossing of State
17Route 33 and Main Street (State Route 1022) in Palmer Township,
18Northampton County, is hereby designated and shall be known as
19the Charles Chrin Interchange.

20(c) Signs.--The Department of Transportation shall erect and
21maintain appropriate signs to traffic in both directions to
22indicate the designation under subsection (b).

23Section 6. Fred L. Lebder Interchange.

24(a) Findings.--The General Assembly finds as follows:

25(1) Fred L. Lebder was born on August 1, 1920, in
26Collier, Fayette County, as the ninth of ten children.

27(2) Mr. Lebder was an athlete at Georges Township High
28School who graduated from the California State Teachers
29College and taught at Point Marion and Georges High Schools.
30He served in the Air Force for 41 months during World War II.

1(3) Mr. Lebder married the former Norma Jean Cole in
21943.

3(4) Mr. Lebder has been actively involved in public
4affairs in Fayette County for 34 years. He served as a
5Fayette County commissioner for 28 years and as chairman of
6the Fayette County Board of Commissioners for 20 years.

7(5) Mr. Lebder has earned the respect and admiration of
8the citizens of Fayette County through both his commitment to
9numerous volunteer organizations and dedicated public service
10career.

11(b) Designation.--The intersection between the portion of
12State Route 3009 and State Route 119 in South Union Township,
13Fayette County, is hereby designated the Fred L. Lebder
14Interchange.

15(c) Signs.--The Department of Transportation shall erect and
16maintain appropriate signs displaying the name of the
17interchange to traffic in both directions on the interchange.

18Section 7. Officer Robb McCray Memorial Bridge.

19(a) Findings.--The General Assembly finds as follows:

20(1) Officer Robb McCray served honorably as a member of
21the City of Connellsville Police Department, and was a
22veteran of the Civil War and served with the 110th
23Pennsylvania Volunteer Infantry Regiment.

24(2) While bravely performing his duties, Officer McCray
25was killed on May 25, 1892, when he was shot while assisting
26another officer arrest two brothers at a circus that was
27visiting Connellsville.

28(b) Designation.--The bridge located on State Route 711,
29known as Crawford Avenue, in the City of Connellsville, Fayette
30County, over the Youghiogheny River is hereby designated the

1Officer Robb McCray Memorial Bridge.

2(c) Signs.--The Department of Transportation shall erect and
3maintain appropriate signs displaying the name of the bridge to
4traffic in both directions on the bridge.

5Section 2 8. Eff<-ective date.

6This act shall take effect in 60 days.
