AN ACT

 

1Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2act relating to the public school system, including certain
3provisions applicable as well to private and parochial
4schools; amending, revising, consolidating and changing the
5laws relating thereto," further providing for the Office for
6Safe Schools; in State Board of Education, further providing
7for powers and duties of the board.

8The General Assembly of the Commonwealth of Pennsylvania
9hereby enacts as follows:

10Section 1. Section 1302-A(b) of the act of March 10, 1949 
11(P.L.30, No.14), known as the Public School Code of 1949, is
12amended by adding a paragraph to read:

13Section 1302-A. Office for Safe Schools.--* * *

14(b) The office shall have the power and duty to implement 
15the following:

17(8) To develop telephone hotlines and Internet 
18notification systems ensuring anonymity to be used by
 

1students, parents, teachers, school employes and members of 
2the community to report potential or actual violence or 
3possession of weapons on school property.

5Section 2. Section 2603-B(h) of the act, added March 30, 
61988 (P.L.321, No.43), is amended to read:

7Section 2603-B. Powers and Duties of the Board.--* * *

8(h) Every five (5) years, the board shall adopt a master
9plan for higher education which shall be for the guidance of the
10Governor, the General Assembly, and all institutions of higher
11education financed wholly or in part from State appropriations.
12The master plan shall:

13[(1) define the role of each type of institution (State-
14owned universities, State-related universities, community
15colleges, private colleges and universities and off-campus
16centers of any of these and other institutions authorized to
17grant degrees) in this Commonwealth;

18(2) recommend enrollment levels for each such institution;

19(3) recommend methods for governance;

20(4) recommend methods for the distribution of State funds
21among the institutions;

22(5) evaluate the status of physical plants and technical
23equipment and project needs;

24(6) evaluate the status of and projection of manpower needs;

25(7) evaluate enrollment accessibility to institutions of
26higher learning by the public; and

27(8) otherwise provide for an orderly development of
28institutions of higher education in this Commonwealth.]

29(1) describe the current higher education landscape in this
30Commonwealth;

1(2) identify unmet needs and gaps with regard to career
2fields and geographic and financial access;

3(3) identify emerging higher education issues and recommend
4strategies and options designed to address the issues;

5(4) identify gaps and opportunities for collaboration with
6basic education, work force development programs, economic
7development and other related systems; and

8(5) outline a plan for action by the board to revise or
9update its higher education regulations.
