A JOINT RESOLUTION

 

1Proposing an amendment to the Constitution of the Commonwealth
2of Pennsylvania, reducing the size of the General Assembly.

3The General Assembly of the Commonwealth of Pennsylvania
4hereby resolves as follows:

5Section 1. The following amendment to the Constitution of
6Pennsylvania is proposed in accordance with Article XI:

7That section 16 of Article II be amended to read:

8§ 16. Legislative districts.

9The Commonwealth shall be divided into [50] 38 senatorial and
10203 representative districts, which shall be composed of compact
11and contiguous territory as nearly equal in population as
12practicable. Each senatorial district shall elect one Senator,
13and each representative district one Representative. Unless
14absolutely necessary no county, city, incorporated town,

1borough, township or ward shall be divided in forming either a
2senatorial or representative district.

3Section 2. (a) Upon the first passage by the General
4Assembly of this proposed constitutional amendment, the
5Secretary of the Commonwealth shall proceed immediately to
6comply with the advertising requirements of section 1 of Article
7XI of the Constitution of Pennsylvania and shall transmit the
8required advertisements to two newspapers in every county in
9which such newspapers are published in sufficient time after
10passage of this proposed constitutional amendment.

11(b) Upon the second passage by the General Assembly of this
12proposed constitutional amendment, the Secretary of the
13Commonwealth shall proceed immediately to comply with the
14advertising requirements of section 1 of Article XI of the
15Constitution of Pennsylvania and shall transmit the required
16advertisements to two newspapers in every county in which such
17newspapers are published in sufficient time after passage of
18this proposed constitutional amendment. The Secretary of the
19Commonwealth shall submit this proposed constitutional amendment
20to the qualified electors of this Commonwealth at the first
21primary, general or municipal election which meets the
22requirements of and is in conformance with section 1 of Article
23XI of the Constitution of Pennsylvania and which occurs at least
24three months after the proposed constitutional amendment is
25passed by the General Assembly.

26Section 3. Upon ratification by the electors, the General
27Assembly shall enact legislation to implement this
28constitutional amendment so that it applies for the first time
29to the first session of the General Assembly which begins after
30the 2020 reapportionment.
