AN ACT

 

1Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2act relating to the public school system, including certain
3provisions applicable as well to private and parochial
4schools; amending, revising, consolidating and changing the
5laws relating thereto," in preliminary provisions, providing
6for establishment of advisory committee; and imposing a
7moratorium on implementation of Common Core Standards..

8The General Assembly of the Commonwealth of Pennsylvania
9hereby enacts as follows:

10Section 1. The act of March 10, 1949 (P.L.30, No.14), known
11as the Public School Code of 1949, is amended by adding a
12section to read:

13Section 123. Establishment of Advisory Committee and
14Imposition of Moratorium on Implementation of Common Core
15Standards.--(a) An advisory committee is established to review
16research and data that supports and rejects the use of Common
17Core Standards for education in this Commonwealth.

18(b) The advisory committee shall consist of the following:

19(1) One person appointed by the Governor.

20(2) Three members of the Education Committee of the Senate,

1two of whom shall be appointed by the majority chairman of that
2committee and one of whom shall be appointed by the minority
3chairman of that committee.

4(3) Three members of the Education Committee of the House of
5Representatives, two of whom shall be appointed by the majority
6chairman of that committee and one of whom shall be appointed by
7the minority chairman of that committee.

8(c) The members of the advisory committee shall receive no
9remuneration for serving on the advisory committee, but shall be
10entitled to reimbursement for reasonable expenses incurred by
11them in the performance of their duties on the advisory
12committee.

13(d) The advisory committee shall hold at least two public
14meetings and shall submit, no later than November 1, 2014, a
15written report of the advisory committee's findings and
16recommendations to the majority and minority chairmen of the
17Education Committees of the Senate and of the House of
18Representatives.

19(e) Notwithstanding any other provision of this act or other
20law to the contrary, no Common Core Standards may be implemented
21in this Commonwealth until 90 days after the submission of the
22report required under subsection (d).

23Section 2. This act shall take effect in 60 days.
