AN ACT

 

1Providing for a mental health first aid training continuing
2education credit.

3The General Assembly of the Commonwealth of Pennsylvania
4hereby enacts as follows:

5Section 1. Short title.

6This act shall be known and may be cited as the Mental Health
7First Aid Training Continuing Education Credit Act.

8Section 2. Definitions.

9The following words and phrases when used in this act shall
10have the meanings given to them in this section unless the
11context clearly indicates otherwise:

12"Department." The Department of State of the Commonwealth.

13"Licensing board." A departmental or administrative board
14under the Bureau of Professional and Occupational Affairs in the
15Department of State of the Commonwealth.

16"Licensing commission." A departmental or administrative
17commission under the Bureau of Professional and Occupational
18Affairs in the Department of State of the Commonwealth.

1"Mental Health First Aid USA." An education course managed,
2operated and disseminated by the National Council for Community
3Behavioral Health, the Maryland Department of Health and Mental
4Hygiene and the Missouri Department of Mental Health, which
5helps an individual identify, understand and respond to signs of
6mental illness and substance use disorders.

7Section 4. Continuing education credit.

8A licensing board or commission that requires a licensee to
9complete continuing education credits for license renewal shall
10provide a credit for its continuing education requirement for
11completion of Mental Health First Aid USA. The licensing board
12shall establish by regulation the amount of credits allocated
13toward the continuing education requirement for completion of
14the course.

15Section 5. Regulations.

16A licensing board or commission under section 4 shall
17promulgate regulations necessary to effectuate this act no later
18than 540 days from the effective date of this act.

19Section 6. Effective date.

20This act shall take effect immediately.
